It is possible to build and live outside of city limits, however, it would come with a few very distinct drawbacks.
Firstly, Fear teleports the city and nothing more- there really isn't a 'still within Fear's teleporting distance, but not within the city limits' option. If someone wanted to move outside of the city, they would probably want to talk to Fear to make sure that he knows he needs to teleport an additional area... and for this, they would likely need to do favors for him on a mildly consistent basis (once every few months, probably) so that he could use the extra power there to teleport the extra area.
Secondly, Hope keeps monsters outside of the city, but again, the edge of the city is the border that they cannot cross- anything beyond the edge of the city is fair game, and so anyone moving out there would have to make peace with the fact that they're the only food source around for a lot of hungry predators. Again this can be circumvented, but Hope would need some extra power to do so.
Essentially, someone can choose to move outside of the city, but at that point they have two options: either negotiate with the gods to essentially expand the city limits to allow the home, or agree that their residence will not be moved if the city is teleported again and they will not be protected from predators out there.
